The only PHEV's that I am familiar with over at Priuschat.com are in OH, VA, CA and NY. Possible the guy you saw in on the site too but not someone I regularly read posts from.
There was also a guy from Indianapolis considering a PHEV conversion so he would be the only one close to you that it might have been from Priuschat.com that I know of.
Also, 500 PHEV's were distributed as lease fleet only cars to businesses so it's possible the one you saw was in that fleet.
