I simply lowered the flow rate of water into our home. It didn't cost me anything. We have a flow regulator attached to the main line as it comes in the basement.
That and I take like 2 minute showers anyway. The girls are the one who waste water in the shower and they complain that they don't feel like they are getting clean with the low-flow heads. Better to keep the "faster" shower heads that way they are in and out quick, and not waiting until they "feel" clean....
