88-00 Civics have the same steering column splines. The steering wheel from 00 should fit 88, and vice versa. I used to run a '94 (I think) Integra wheel in my '86 CRX Si.

You can find out by going to the parts store and getting the part number of the "adapter hub" for Grant steering wheels for both cars. If they're the same part number, they're identical. If they're different part numbers, the steering wheel might still fit, but it will be a different distance from the controls.
