I recently did 2.60 l/100km at 63.16 km/h in a VW Jetta 1.9/67kW (but 82kW since it's modded).
I think it's possible to get 3l or less with pretty much any stock sub 2 liters diesel manual trans passenger car.
Keep it in top gear no matter what. Go as slow as possible. Kill the engine as soon as you have an opportunity.
