Because anything below the stagnation point (the point at which airflow separates and chooses a direction to flow based on shape) is going to suck anyway.

Adding a plug there will still help, but many people just leave the lower grille open and plug the upper one, so you're not spending work on the lower grille just to have the option to force even more air through the upper grille, making it more dirty.

If this doesn't make complete sense to you, join the club. As far as I'm concerned, an improvement is an improvement.
