Hi Ludiagsm! The chip won't be of much use without the control board, unless you make a board that's very similar to the schematic. Gosh, I don't know what shipping over there would be. It might be cheaper for you to put together a basic programmer, and then buy one (really cheap) and program it. It's either a atmega168 or atmega8. Either one works fine.
