Changing running lights to LED's will save a minuscule amount of power, and you might be able to notice the difference while waiting at a red light with the engine off, but I don't think you notice a different in the FE.
Another difference is the brake lights turn on instantly, and so they will "grab" the attention of the drivers behind you better than incandescent bulbs; and ditto for turn signals.
