Each location has it's advantages and disadvantages, I think. Heat diminishes the power output of PV panels, but the cabling is shorter on the roof (which only matters if the inverter in not right next to the panels). Roof installations let you use the land for other purposes. Highway medians are otherwise just sitting there.
