Whenever there's a downhill (even a slight one), I just leave the engine off and let gravity roll it forward while braking as needed with the emergency brake (while keeping the main brakes and their vacuum in reserve for emergency sudden stops). On the flats and uphills, I try to keep it going at close to idle rpm in whichever gear matches the average traffic speed.
