His accident happened in broad daylight around noon. One usually would not expect most wildlife to be moving around then. Most often when deer are seen during daylight hours, they are far enough away to not pose a collision threat.

Wildlife is just about everywhere. Granted, the larger animals are usually further away from developed areas. Riding during daylight hours poses the lower risk to encountering wildlife almost everywhere. And riders that commute through the more rural areas between the more developed areas with any regularity are aware of that.

So, I would say it is safer to ride between towns in the daylight hours than in city/urban areas during any hour.
