I may not have thought this through completely, but Solar City's business model is to put panels that they own on a roof you own, and then sell you electricity at a fixed rate for 20 years.

[The Sate of Oregon just decided to go coal-free by 2030. When they put out bids, they found their planning figures were outdated, and they now expect to move the date up to 2028 with a rate increase of only 0.1% over 20 years [citation needed].]

What they are finding is that anyone who will need a new roof in the next five years isn't a good prospect. So their new model is to go into the solar re-roofing business.

Who owns the roof on your house then?
