I mean, it still pretty much is. It has full power and top speed in EV mode, unlike some plug ins like the Prius Plug In that has reduced power and top speed without the engine running. That in my mind makes the Volt an EV with range extender and the Prius Plug In (now Prius Prime) a hybrid with a larger battery that you can charge.

They probably just figured out that mechanically connecting the engine to the wheels is more efficient than using just a generator and motor (and it probably is, judging by the Accord Hybrid's powertrain). One disadvantage of the Volt and Accord's transmissions is there are clutches that could potentially wear out.
