May I just point out to OP, that tuk-tuk does not meet OP's requirements either?
The only tuk-tuk for sale in EU with listed price I was able to find is here:
Buy a Tuk Tuk | Tuk Tuk UK . Listed price is 4987 GBP (+VAT) for base model (that equates to some 5600 Eur +VAT). Other sellers do not have a price tag (price on request) but I assume similar price range. E-variants will be a bit (a half??) more expensive, I assume.
