I rode the Acura LA Bike Tour a couple of years ago. Basically, it's a bike ride along the LA Marathon route, and starts a couple of hours before the Marathon.
In order to participate, you have to drive into downtown LA before the race to pick up your information packet. Why can't they mail it to you? Because the sponsors of the Tour have booths set up in a hall, which you have to walk through to get to the Tour desk.
Since I work in Orange County, I basically had to drive an extra 80 miles to participate.
