Looks fordish from the front spotted 10mi N of Las Vegas, NV at Apex,NV on a scheduled paperwork filling out stop

The hip line aero "stabilizer " starts 10" eather side of the hood center through the taillights. A 2nd set mid hood through the mirrors and a 3rd down each edge of the roof line from the top of the a-pillar all the way through the Factory cam back . 1 and 3 appere to be at the point of pressure changes (top (Low) side(High)). I think they may be useing one of the ways I came up with my aeto tonto shape. Cover the disturbance so that the laminer flow can ride on the skin, then you don't have to pay to move the seperated air you covered.. The shape and verible apex of the lovely lumps, makes me think they are trying to apply equalizing surface pressure techniques such as a used on that aircraft canopy Arrowhead had posted about a couple years back.
Went to Honda every2018 car /truck /van had theas lumps in the roof edge. in the most strategic location possible based on where I see the isobar lines to lay for that make and models specific Body Lines. Similer to how we advise people to shape there cam backs. Closeing slope ( adhering to the local direction of travel for the air while the vehicle is in a straightforward direction of travel) with a sharp termination . On many of the hondas and this mystery rig the termination is 25-50mm tall . Reminiscent to a high-speed stabilizer seen in NASCAR in the same position( roof /side transition . Where as in NASCAR these are sharp non-profiled,and used for high-speed stability reducing yaw rotation ( it's required at Bonneville when you attempt faster than 150mph normally a piece of 2×2×.125" aluminum angle or similer.
