Yep, I definitely agree with that approach too... maybe have one monthly "all-time" project vote (past winners aren't included), and one monthly "new last month" project vote... though that may be too much work to keep track of (have to do nominations for both, then voting for both, then keep track of who won in the past... )
Anyway, the list above had some many great projects, it's kinda unfair to not give them another chance...
