I would then upgrade the exhaust to headers, high flow catalytic converter (if your state requires it) and a cat back exhaust kit. There's less restriction in a cat back system because the pipes are mandrel bent, or they don't have the waves around the bends of the pipe.
I would get headlight covers like this...

It cuts down on unnecessary drag.

Other than that, It all depends on your right foot. I can keep the RPM's under 2200 and maintain a speed of 65 downhill and in the straights, and 60 uphill, and get 32 mpg in a 3.4 automatic. I also have similar mods done to my 4.3 98 s10 and my mom's 04 grand prix. And our vehicles normally get 25 mpg, and 35 mpg respectively.

    I hope this helps dude.

Now lets get into actual mods. If you have a plugged Catalytic Converter, or a plugged air filter, it's gonna give you **** gas mileage because the engine works harder. So in theory, if you get a free flowing exhaust and intake, then the engine will get better fuel mileage over factory. I would look into getting into a high flow air filter like a K&N. I'm not sure if you have the Throttle Body fuel Injection, or if you have the Tuned Port, but I would not recommend modifying the air box around the throttle body unit. It has a blend door on it to aid in cold weather start up. If it's removed, then the engine runs richer when cold. I learned that when I did it to my friends Astro van with the 4.3. It sounded better, and had a little better pickup, but his mileage was poor until around 170 degree coolant temp.

But I also went ahead and replaced the Auto Trans fluid with dexron VI, which is a synthetic blend, and its what GM is now using in their newer models. If you have a 5 speed manual, then a 1989 calls for dexron II or better, so I would still use Dexron VI. It's great for winter start up and is 200% better in some instances compared to dexron III.
And then I replaced the differential fluid with Mobil 1 75W90 Synthetic gear lube. It's not only a thinner winter weight to aid in cold starts, but it also keeps the differential case temperature down. If you have a limited slip, you'll need 4 oz of limited slip additive. Once you convert to synthetic like I did, you have successfully reduced parasitic drag on the engine, which results in better fuel economy, and more power when you hammer the gas.

    Hey 89 rsltblue.
The first thing that I did was replace the oil with Mobil 1 5W30 Extended Performance full synthetic. I like this because it's got a change interval of 15000 miles.
Lets say you change your oil every 3000 miles on 5 quarts of Valvoline Premium Conventional, and replace it with a fram filter. Over a 15k mile time, you're looking to spend 115 bucks, and you would of changed the oil 5 times.
But if you use Mobil 1 synthetic EP with a mobil 1 oil filter, you would spend 50 bucks altogether, and you would of only changed the oil once.
If your Camaro calls for 10W30, I would still stick with 5W30 because synethetic fluids don't break down like conventional.
