since it's 5 speed you should be able to get 25mpg...instal a fuel cutoff switch so you can do some engine off coasting and learn to coast instead of keeping on the gas pedal untill you really need...

My opinion is 800 rpm will not make much difference...you will probably get better results shifting at 2500 rpm vs. 3500 rpm but i believe it's not much, the best results are from conserving momentum...
