...having worked on and played many, many different amplifiers since 1959, yes, I'm well aware of the Marshall 0-11 numberings, but the underlying potentiometers still only traverse 270-degrees of physical rotation (ha,ha)...exactly the same rotation as any other 0-10 labelled Fender, Gibson, Sunn, Plush, Kustom, etc. amps do.

...why, indeed? The answer lies in digital VOL control numbers (1,2,4,8,16,32,64..., etc.) versus mechanical VOL rotation, probably.
