2013+ Toyota Rav4 fake grille (fully blocked upper)

I walked past one of these this morning and was surprised to notice the upper grille is completely blocked.

upper block

The original 1986 Mercury Sable,Cd 0.29,had a 100% upper grille block.The higher drag,sister,Ford Taurus' upper opening actually 'lost' air,rather than gain it.
