The point is, out of thousands of cars the only diesel one was belching smoke, so that tells you something about the availability of light duty diesel engines that are in reasonable shape.

Diesels make up about 3% of passanger vehicles on the road.
So out of the thousands of vehicles you see a day you are seeing least dozens of diesel vehicles and don't even realize it.
