Wow. I'm surprised your mileage was that low. Our 04, with my wife driving, returns 21-22 mpg in local driving, and 26-27 on the highway.

You must mean VERY short trips, right?

I've been getting about 25 in my Dad's 2000 Dodge Caravan, Even with the air pressure being 40ish when cold. This isn't with a lot of town stop and go driving, We mostly keep going.

This is not great data, but it's an anecdote at least. We had a 98 Old Silhouette with 3.4? liter v6. Not the dustbuster design, but the later one. On a one-day 600 mile vacation trip, fully loaded with family and krap, I got an honest hand calculated 30 MPG. Don't recall the wind conditions. I don't recall what the return leg was either. Normally it was a soccer mom car, and I have no recollection of what my wife got with it. But with me driving on that trip, I was pleasantly shocked at the MPG.

The Odyssey transmissions were a problem during a certain era, IIRC early 2000s.
