But why do I keep seeing those things online, but never on the streets? Maybe price is an issue? Didn't see the price tag on that one.

Lots of room to update the mechanicals though:
Engine: one cylinder, two stroke, 191cc;
Gearbox: four-speed and electric reverse;
Suspension: independent rubber cones;
Brakes: cable-operated drums.
Central steering.

Nothing new under the sun...

There was a company called Tri-Tech which offered this with modern bike parts under them for a few years in the 90s - I lived within site of the factory for a while.

Do they make one that holds 9 people and 600 cubic ft of luggage? Will it have 4 wheel drive and 32" ground clearance? I don't know if anyone would buy it without those necessary features.

So why exactly was it a joke? Other than the abysmal web site design and low information content marketing hype (but I've seen worse from major companies), it seems like a perfectly practical vehicle for its indended purpose. Certainly more practical than a Segway, and look at the press those get.
