Calif car needs catalytic converters

Someone has a gen 1 (2001 or 2002, I think) insight california spec, and the dealer seems only place for cal spec catalytic converters. (2000 dollars). If the car goes out of state, can I use 48 state cats on it?
Anyone know where to a get a decent price on cal spec converters?
Is there any software fix to try and get the readings back into spec?
And the garage stated the battery pack needs replacing too.
Owner said he has been limping it along for a while, and speculation is too many trouble codes are flashing. Maybe the garage wanted him to just go away and hit him with a high estimate?
He says in current state it's worth 600 dollars. I might take a gamble on it, or see if we can get it to his daughter in Arizona and let her have it.

Put a spark plug non-fouler on that rear O2 sensor.
If there is no inspection where the car is going and its not a smog problem area just do away with the converters.
Messing with the software doesn't fix old cars.

"non fouler" = spray cleaner? I've had luck cleaning O2 sensor with a brass brush too.

One of these will space the sensor out and may make it pass smog.

I just read that post. Nice results. I tested that acid bath cleaning method published in Enviro Sicence and Tech a couple years ago. I am waiting for Cali to send me my smog sticker, then I am going to pay for a second test to get before/after readings and see if or how well the cleaning method works. I hope to write-up a detailed post on methods and data in the next two weeks.
