Given the competitive nature of the market; how do you propose to mod a new, in-warranty car and show a positive ROI?

That's not important is a perfectly cromlent answer.

From Wordcraft Dictionary:
cromulent – coinage: excellent; perfectly acceptable. (coined on TV in The Simpsons)

I keep coming back to the Fiesta. It hits the checkboxes: small turbo, manual, hatch. I'd go for the ST if I had the dough. (So much fun to drive!) But the 1.0L can be tuned to produce more HP than the 1.6L produces stock. So it could be a poor man's ST without too much effort/expense.
I think I read the current Yaris is actually a rebadged Mazda? So, you're not getting Toyota reliability.

Considering there are cars on that list which start at $20,000, I expect that puts the Prius C in the running?

I like the Fit, but as others have said, the gearing is stupid in the manual. The auto's cruising RPM is considerably lower (nearly half?) then the manual's on the highway.

The Yaris iA, yes (that's the sedan); it's the second-generation Mazda2 we never got here. The Yaris hatchback is a Toyota.
