An electric fan is a cost-effective measure to improve fuel-efficiency and also leads to shorter warm-up times, which is good for the sake of emissions control too.

2400rpm is about 70mph in my van, it was ~2900rpm before the swap to larger rear tires. That's a good point about the forward air pressure, it might not make a big difference at highway speeds. At low speed acceleration I can see it being a big difference. I'll have to put a vacuum tube out just in front of the radiator to see the pressure there at highway speeds. I haven't tried that yet...
