Easiest way I've found to see if a vehicle has a fuel cut off on decel is to run it up in 2nd gear, let off the gas and lightly apply the brakes. Once you tach down to around 1000 rpm or so you should feel a slight bump as the injectors restart, else nothing will happen. If your civic coded the same way as my Insight, the restart RPM is somewhere around 1200 rpm

Also, in terms of actually contributing something of value, IME manufacturers of cars w/ automatic transmissions tend to have the shift points above the DFCO when warm, so that when decelerating in gear the car doesn't start using fuel/idling until after it's practically stopped.

I read in my factory manual for my 2000 Toyota Camry that the ECU implemented DFCO down to 1200RPM.

ScanGauge seems to think it is dependent on throttle position, which doesn't make sense (when you're stopped the throttle is just as closed as when you let off at speed).

The TPS has to be a part of it because it only works when you are not on the throttle. I think it is a combination of TPS signal and VSS signal, but I haven't done much research on this, thats just a slightly educated guess.
