Yeah, Gurney invented the flap on the trailing edge of a wing. However, the effect holds wherever you put a 90* half inch flap. I think racers in general refer to those flaps as Gurney flaps. If you put on on the front half of the wheel arch, you will generate a slight vaccuum behind it, pulling air out of the wheel wells.

i thought they where more to prevent air from being sucked in the wheelwell, as there's a lower pressure on the inside of the wheelwell.

also i've seen versions of these dams up close on certain new VW's like the pasat, that had an opening above them with a naca intake like duct in front of them, wich would lead air above them dams into the wheelwell. i assume this is for break cooling. but this would in my view, limit the effect of the low pressure area behind the dam (as well as prevent high pressure from form in in front of it)

i wish there was some good information available on how these dams actually work... i'm going to install them on my car, but it's hard to make something that works when you don't understand what it should do, and how it does that!

In the Formula 1 circuit I have heard the strip at the trailing edge of the wing called wickerbills. They are interchangeable for different aero effects. I have heard it on a couple of different occasions by different announcers. The most notable, Jackie Stewart.
