The brush idea will probably work best, and you can make a mount for it with old aluminum scrap. Alternatively, you could just make a frame from 3/16" steel brake line and wrap it with steel window mesh, which is probably the cheapest option available.

Thanks for your reply. I agree re the brushes as they could be set very close to the wheels. What do you suggest re ways to attached the scrap aluminum to the wheel well edges?

Inside the fender, there is a rolled lip that terminates about 1/2" from the outer edge of the fender. You can either put screws through it, or clamp to it, etc.
