I can't lay my hands on the source,but I understand that nothing can cover the rear plate in Texas now.It has to do with Photo-Radar intersections now in use.
Plate covers are actively marketed to defeat photo-radar equipment and I believe this underlies the premise for the 'naked' plate statute.
Don't sweat it.It won't affect your mpg at all.
