Like a number of states, Texas seems to prohibit that. For toll stations to get a clear photoshot of a car, they want to make sure the plate holder/cover does not obscure the view....Texas law is pretty strict.

I can't lay my hands on the source,but I understand that nothing can cover the rear plate in Texas now.It has to do with Photo-Radar intersections now in use.
Plate covers are actively marketed to defeat photo-radar equipment and I believe this underlies the premise for the 'naked' plate statute.
Don't sweat it.It won't affect your mpg at all.
