I think the wifes 98 jetta has this system already, there is a CAI and a WAI connected to the airbox, stock. one comes from the bumper, one from the exhaust mani.... but I still get better numbers in the winter

The snorkel going to the fender have a snowscreen in it, to keep debris out of the airbox. The snorkel going towards the engine have a small spring flap. When/if the snowscreen gets plugged, the vacuum created in the airbox opens the flap and the engine can still get air.

It's just there to make sure the engine is not choked if the main intake snorkel is blocked.

so couldnt I block part of the cai to get some warmer air in there automatically? but not fully block off the front opening?

Sure you could. Just be sure to remove the flap from the engine bay snorkel.
