2mpg may not seem like much, but at those very low MPG, it's quite a substantial reduction.
Still, I don't consider it to be good mileage.
Why ? My dad used to do better than 11 mpg with a 11 ton / 24.000 lbs GVW truck (no pick-up, but a late 1980s diesel lorry - 6 metric ton / 13.000 lbs payload) with mostly short trips, as he did mainly city delivery driving.
Those oversized wheels and the high stance are seriously reducing your potential mileage.
