The yellow goo is water mixed with oil, you most likely are seeing this on the underside of your oil fill cap, correct?
Does your engine ever fully warm up? you could also install a block heater to help it warm up, or because you are driving short distances... bike or walk instead.

I have been driving with the new PCV valve for a couple months now with no problems. I have even taken it apart and checked frequently. I can't tell any difference in the running of the engine, but as a $5 fix, I don't think I could go wrong.
Also, I primarally drive my car to and from work, about 13 miles one way. I won't consider biking based on the narrowness of the roads and the aggressiveness of the drivers.
