It is best to pull the air throught the radiator if you have the room. Then you can build a shroud so that the fans will force air through the whole radiator. Without a shroud or with the fans in front of the radiator then you are effectively only using the area that the fan covers.

I had two Zirgo type fans on the front of my RAM's radiator. Worked fine until the first hail storm I drove into...when one fan lost 2 blades. I'd recommend behind.
