Suction cups are good...but I'm not sure you want to depend on it sticking all the time. Would hate to be following the person who was though...

fail-safe

Just my opinion,but I'd be reluctant to depend solely on suction cups for attachment.Maybe back it up with a handful of ' short-leash ' lanyards just as a fail-safe in case the vacuum goes south.
There's enough stuff laying in the road already.

seasucker.com

harborfreight.com and many other places sell lots of vacuum suction cups that I think would make a great platform for attaching a Kammback that can be easily moved from one car to another...

That's what I was thinking. In terms of "infrastructure", I think the trunk-mounted bike racks are best for making a Kamm-Back :

What do you call reasonable? I would guess "used" fer the price point yer looking at. Maybe if you buy in bulk...

You could design yer own without infringing on their patent design or intellectual property.

There might be other suction cup devices out there that might perform in the same manner. What are you looking to hold?

Maybe you could adapt this suction cup...it's got a 80lb pull.

...or this dual suction cup...it's got a 125lb pull!
