I do not see the difference, a threat is a threat. He isn't clairvoyant, so it is his wish, not a statement of fact.

He cannot say this is what "will" happen, he is saying this is what "should" happen.

So therefore, he thinks that politicians SHOULD be hunted with guns if they don't do as he likes.
