The only way a "kit" would be possible I think, would be to have a Metro chassis?

He is/was using lousy old tires....

Now here's the problem, as Orange4boy correctly points out. This very aero car expends about half its energy overcoming rolling resistance at 60mph. If the Crr is only known to within 20%, the Cd can not be known in any meaningful way.

For Crr=.006, Cd=.194
For Crr=.008, Cd=.151
For Crr=.010, Cd=.109
One of the details that I forget if I have already mentioned: Dave said that he was/is using lousy old tires that he just had laying around -- they are somewhat out of round, and not particularly true, either. So, I'm leaning towards the Cd = 0.109 end of the range!

Beautiful aerodynamics on this car.
I really have a lot of respect for this guy.
EV world has a story on the car that i didn't read since i am not a member.

EV WORLD: 200 Miles on Used Lead

Dave cloud also has an interview on YouTube ( 1of 3 videos )

Part 3 is the best, I think:

- shows his Metro conversion ... I particularly liked the custom front bumper/air dam/splitter the video shows. He figures it was good for a 5% improvement in efficiency.

That white Metro.... I wonder if it's the same white Metro that he later chopped into his NEDRA drag car with ETEK driven rear wheels...

(Jump to 1:45 to see the actual run)

... and which he later used as the basis for the Dolphin, judging by the pre-paint photos.

My avatar is a hand drawing of a three wheeler I want to build. Kind of on hold for now.
