Ultra gauge % load in a Subaru

So I previously had the ultra gauge in my 99 escort. the % load seemed normal. I have sense moved it to a Subaru forester with a NA2.5. the gauge is calibrated to the subaru, with engine size and all. But it seems that The gauge will not report anywhere near 100% load. heavy accelration nets from 20%-70% tracking pretty much to RPM from 1500-5500.

Any ideas on how I can get a more accurate load reading?

Edit to add that MAP, MAF and VAC seem to be outputting reasonable values.
