I assume the $15,000 is for all brand-new, ready made components, right? You can do it much cheaper if you pull a Forkenswift, or Elecro-metro. But that is one sweet ride...

He did say that he bought all the parts online without having to make any complex parts, so that car was built with almost all off the shelf parts that someone else made and sold him, that means that if GM wanted to make an EV like that, they could also buy the parts and just put it together.
