The NHTSA does road barrier durability tests at 50mph and 70mph, and at those speeds even a dump truck will completely disintegrate if it it crashing into a wall. All they were trying to prove is the strength of the frame of the Smart.
NO CAR is capable of completely protecting the passengers if it were to crash into a wall above 35MPH. The force of an impact against another car is a different matter because at least some of the energy can be transferred into the car that gets struck.
