VSS signal for GPS speedomoter

I'm currently working with someone online to develop a gps speedometer that will output a signal that will mimic a VSS. With a VSS output any aftermarket speedometer could be used as well as any aftermarket cruise control. I know there are drawbacks to using a gps as a cruise control device so none of the "that is dangerous don't do it" stuff. What I'm looking for is a recommendation on what kind of signal should the gps produce that would most standard. What would the voltage range be. Would it pulse high or low. and how long would the pulses be. These are the questions that the builder sent me and I don't know the answers as I've never messed around with a speed sensor before. Any help appreciated as I would really like to get this project off the ground.
