Its worth knowing the background to this a little - the original article is based on a report written, partly we are told, by Sir David King.

Sir David likes to be on the "panic" side of any debate about the future of energy (amongst other things), and quite often exagerates claims in order to make them more - how to put this - "spectacular".

*(before anyone pounces I have no firm view on "peak oil" other than common sense would dictate that any finite resource will eventually become restricted in supply although some of this is mitigated by improved technology but at an increased cost - in all terms of that word.).
