What more areo, around or over

So whats more aerodynamic, pushing air around or over the car.. assuming your car was going to be modded with wheel skirts front and back.

Ill be designing a new nose and a boat tail for my car , however what's more aerodynamic, pushing air around the car or over the car?

I assume it depends on the car allot, the car in question here will be a Honda CRX.

I would imagine that pushing it to the side would be better as once its to the side there is far less movement/compression before it hits the end of the vehicle as opposed to going over the top where it then moves up the hood, windshield, roof, and hatch.
