I presume we're talking about parts set: 92001, 11009, 92144, 92043, correct?

It appears as though that assembly sits on top of part # 13145, "Cam-Change Drum", and probably controls the tension necessary on the shift lever to enter neutral. Again, based on appearance, it may also change the position on the shift lever where neutral is found, between 1 and 2 shifts.

It (as it appears) does not control the position on the drum (i.e. between which gears) where neutral would be engaged.

Based on the appearance of the fiche, I'm going to say it's safe to remove and inspect those parts as you see fit, but you should probably price replacements for parts:
11009 (11009-1008 GASKET,15.5X22X1 QTY:1)
92144 (92043-076 PIN QTY:1)
92043 (92144-1580 SPRING,NEUTRAL POSITION QTY:1)

Just in case something is worn/broken.
