I have got almost 46MPG in my 2009 and have pics on file here to show it. Where I live driving in EOC helps a lot, but even when I do not use EOC I get very close to 40MPG here.

One thing that has been over looked is the safety of the new Cobalts with side air bags. An insurance advocate group gave a best pick to the Cobalts with side impact air bags, which tied the Chevy with a Toyota for Best Pick In it's Class - based on safety (SUV T-Bone side crash was the main test). This test is on Youtube from a couple years ago.

Personally I feel two very important things to look for in the newest Cobalts is:
#1) Mileage (XFE - 5 and 6 speed sticks)
#2) Safety (with side impact air bags)

Reliability is yet to be determined considering how new these cars are, and there not likely to be made after 2010 when The Cruise takes over.
