When I first got it the timing was set at 12* on TDC white mark and was only getting 25 mpg
Something seems wrong with this picture. The lone white mark on the pulley is not 12* ... it is top dead center. I think something may have been wrong with the belt change. The Honda Service Manual designates the red mark as 12* ... you need to check this out further.
