The roof rails are there just as an ornament. But 2 coffins can be carried inside the vehicle.

The side steps are a standard feature of the base vehicle used in the conversion, the Chevrolet Montana, known in Mexico as Chevrolet Tornado and in South Africa as Chevrolet Utility.
You can see that the white hearse had the side steps gap covered.
