Ozone is an elevated state of Oxygen which occurs when being stuck by a photon. Oxygen and much more heavy and abundant Nitrogen) is doing the protecting from UVc. But are apparently less adept at blocking UVb which fits Ozone better.

Ozone is the unstabile molecule that results. O3 quickly wants to be O2 again so it reacts with many things, natural and man made.

I guess the scientific concensus is still that O3 levels were lower in 1987 and have come back up.

But UV levels have continued to rise until 2010 is there something else at work here?
