HHO has been discussed to death. No real benefits that are measurable.
Fuel in vapour form is known to be slightly beneficial. BUT there is a lot of hype claiming with vapour form it will achieve 1000 times the benefit. However the benefit is smallish. If a fuel like lpg is used, it is injected in gas form. So it is already fully vaporized. Examine lpg vehicles or vehicles converted to lpg and come to your own conclusion regarding the benefits of a gaseous fuel.
Water ingestion can have some benefits. You can expect something in the range of %5 under some conditions on diesel engines. But a lot of tinkering is necessary. Under normal conditions it will have a negative effect rather than positive.
