First thing you mentioned is wheel spats, second thing as Freebeard pointed out is called Air Curtains.

I've heard no one dissuading implementation wheel spats, however Aerohead has cautioned that air curtains are designed/engineered via wind tunnels and do not expect to just get lucky by emulating them. However your idea of grafting on a pre-engineered set just might get around that caution.

I kind of want to see it happen, so go for it.

There is probably lower fruit on the tree to pick though.
